Non-Members Present:  Neil Andres, BOS members at their Work Session

The Recycling Committee was invited to discuss its recommendations for Swap Shop Reorganization with the BOS at its work session today.

The recommendations included proposed changes to the Swap Shop Purpose; volunteer selection, training and appointment; operational protocols; BOH regulations, and opportunities for education and further diversion of re-useable items from the waste stream. A brief summary follows:

Revision to Committee Charge: The proposals were well received by the BOS.  To continue working along the lines outlined in the proposals, a revision in the BOS Charge to the Recycling Committee is needed.

Nan Balmer, Assistant Town Administrator, agreed to work with the Committee to develop the appropriate language to propose to the BOS for action.

Volunteer Selection and Appointment:  Volunteers would be required to fill out Applications, would be interviewed by Search Committee, and appointed by the BOS to serve as non-voting members of the Recycling Committee Subcommittee for the Swap Shop.

Written Protocols, Procedures: The Recycling Committee agreed to develop written protocols for volunteer training;  items eligible for Swap Shop drop-off and pick up; items that could be requested by social service organizations for use by their clientele;  Volunteer Handbook  of  volunteer responsibilities, including discouragement from taking any items from Swap Shop during their shifts;  and educational materials.

Additional BOH Regulation: The proposed additional BOH regulation that resale of items taken from Swap Shop is prohibited was supported by BOS.  DPW Director Neal Andres will present this proposal to the next BOH meeting.  Recycling Committee members agreed to attend that BOH meeting to support Neil’s request for establishment of this regulation.

Printing of Educational Materials: In response to Committee request for funding  for printing of educational materials to distribute to Town residents, DPW Director Neil Andres was asked if, and he stated positively that, there is grant money available for which he could apply to obtain funding for flyers, brochures, and other educational materials.  The Committee agreed to work with Neil to solicit these funds and to develop appropriate materials.
